Blogger has said that your blog does not expire. That's whether you created it last month, and update daily, or you created it 5 years ago, and updated just once (or nonce). Pick a name that's not in use, and get to work on setting that up. I'm sick of the spam blogs. But the non-spam blogs don't expire, and there's no minimum posting requirement. If the URL is taken, it's taken. Move on.
Spammers often take other active bloggers RSS feeds and add them to their website to be published. It annoyes me when i've written on someone elses website and they are getting all the good traffic from your content :(
